Making a new THREAD a Notice ( users cannot reply to )

I note there is the sink option, which I think .. stickies the thread at top of category discussions.

But how do I prevent someone from replying to an announcement or notice ( no option for notices )
Sorry if these seem like very basic questions, but I am from vb background. So looking for solutions that I am familiar with.

Essentially, we wish to create announcements/notices that are stickied, but we can prevent anyone from replying to.

    Just close them. If you have admin/moderator privileges you can close the thread

    @422 or you may simply use Messages which you create via the dashboard?
