How does svn work again?

Ok, i want to have 0.9.3. To do this i need svn. I have downloaded both of these zips: http://subversion.tigris.org/downloads/subversion-1.3.0.zip http://kent.dl.sourceforge.net/sourceforge/tortoisesvn/TortoiseSVN-1.3.1.5521-src.zip Which one do i need, and what do i do with it to download 0.9.3 If the only thing that will change before 1.0 is a new skin- could someone just zip up their version and mail/upload it to/for me?

    Interestingly enough, the revision number has still stayed the same all this while, so you can still get the latest version from here.
