Plugin - Flagging. Create Discussions not working

Having a issue with this plugin. Everything else works, email, flagged content showing up on the dashboard. But I category post does not work, this would be perfect for my mods. From what I can tell I can not give the mods access to the dashboard without giving rights to the Forum area correct?
