Warning lines 244-262 in settings.php

This morning when our customers tried to login to our forums, they were greeted with this slew of warnings from the settings.php file.
Is this a problem that could be solved by replacing that file or is it a file structure problem? We're not sure how it happened because no one's touched the forums recently, and this just started happening.
Any help would be appreciated as soon as possible. Thanks!

Looks like that file has been removed or its permissions have changed. You need that file, but it contains information you need to run your site.
The file's right where the warnings say it is, so are all the files it's trying to reference. As far as we know the permissions haven't changed. Currently it's set to:
Owner: Read, Write
Group: Read
Public: Read
Is this how they should be? My FTP client says nothing's been modified since July. Thanks.
The permissions are specific to your hosting environment, but something changed. The application can't access that file.
Okay, are there any suggestions for what could be done to fix it? It's also saying that the class "Context" doesn't exist within settings.php
