Adding new page to menu

Hi All,

I have requirement where my client wants to add a menu like** knowledge base** and when user click on this menu a new page is open where only admin has permission to post on this page whereas the normal user can only view this page.

I know that there is page addons but don't know how to give permission on this page and how to link page to menu.
