add a new menu with a page

Hi All,

My client having requirement where he wants to use a page linked to menu where only admin could post. Please any one guide how to do that. My client wants this feature as soon as possible but i am not able to get any idea how to do that.

Any guidance will be very helpful.

    why dont you just make a category with custom permission where only admins can post?

    User wants to create a link like knowledgeBase where he wants to post information to share with users. Please suggest me how to do, it's very urgent.

    create a category with name knowledgeBase and for that category give permissions that only admin can post into that category and you enable or disable commenting for that category. then you can manually add link for that category in menu by using hooks or anything
