Custom scrollbars, amount of discussions per page and add box to panel...

Am I able to alter the scrollbar for a div from my theme? I have never even wondered before how people create custom scrollbars and after some googling have found some jquery scripts as about the only decent way. Is there any easier/better ways?

Also from the theme is it possible to set the amount of discussions per page to be shown. I was experimenting with the layout and it doesn't work unless the discussions per page is equal to or less than about 10 (although I might just fiddle around with the layout more).

~edit forgot about this one~ is it also possible to move the start a new discussion button into the .DiscussionTabs ~edit~

Lastly, using views, can I add a .Box to the panel using the theme? I haven't mastered views as of yet.
