Twitter integration problem

There's a twitter plugin by Todd installed in my system.

I don't remember downloading it so it must have come by default.

I tried to use it since I already have Twitter codes. But as I clicked the settings button it sent me back to the dashboard screen and I can't reach the settings panel for this plugin. Anybody had the same problem?

Wow there's all this documentation about Twitter Connect but the plugin itself doesn't exist?
