Popup Notofications not showing on my clean install of Vanilla 2.0.18.1

So,

I have installed Vanilla Forums as instructed several times now on a local testing environment via XAMPP. I even did a clean install of XAMPP from the latest version. But still the in-site notifications for user comments do not work. They do work for replies to threads though. Can anyone help me figure out what's wrong with my setup?

    I have the same problem when using localhost but not now, on a dedicated host
