How to add a Bump options in topic options ?

I try to make this mod with http://vanillaforums.org/docs/pluginquickstart
but i don't know how to get the topic ID and apply the time to the last comment, the function seems strange to me
Anybody help.

Moreover, i'm fiding a guys that can make plugins for me, i will pay for who do the good job, i will pay 30% first and 70% after the mod, the price you decide.
