[request] Poll permissions fix

Could anybody separate the permission to add a poll from the other permissions, or better yet, make it so people can only manage their own polls?
I tried the former, but I know very little about vanilla permissions, so my attempt fell flat...
This would be awesome if someone could do this, thanks in advance

I would use kpoll, but unfortunately, it is a global poll, rather than a poll for each thread...
