I wonder if Vanilla is a kinda CMS ,and can does it have language package for Chinese

    It is not a cms in the same way as wordpress is an all bells and whistles cms.

    It is two things. A forum software, and and a nifty application framework.

    Actually technically the framework is called Garden. It is a kind of MCV framework that if transportable, fairly compact, and pluggable.

    The is a CMS built on Garden called vanilla CMS.

    Shipped in the core, are some default applications:

    • Dashboard - which provides a back-end but also defines much that is used in an application like vanilla such as the usermodel, etc.
    • Vanilla - the forum obviously
    • Conversations - a simple private message system
    • Skeleton - which is just a blank application for to study.

    Most development however is is through addons like plugins, themes, and locales, which can be applied across applications.
