Basically using geo-location , it immediately welcomes guests to your forum ... or website
So lets say the visitor is from Belarus ?
The welcome message says:

You can style it, comes with a waving welcome emoticon too. You can change text , and someone smarter than I am could help you hide it for logged in users.

as far as
not a bad idea for people who don't want to take the time to search the forum here for a description of all of your programs. which details exactly what you have posted. But expecting people to search and discover is futile, since some won't even read your intial post.

If i could be bothered i would, but we use a dynamic download file that grabs the tile from the zip file . So adding descriptions int an option.
My view is, if your gonna be a dog at some point your gonna have to bark...
