RSS not working for users

Hi i am new to using Vanilla forum and i have an issue with the RSS system.
On my machine when i am logged in as an admin it looked like the RSS was working but then when i sr up a user and on another machine i test their ability to use RSS and it does not work?

then i try the rss on my machine again logged in as the user and it works.
Then i go to a new machine log in as Admin and RSS does not work for the categories/all area. just get a not found? then i do a validation check i get this...

i also installed the RSS for Anoucements plugin and sometimes it works and sometimes not? i get this when i check validation.
