Is Tagging in the core vanilla Install?

I was just checking my plugins and found the tagging plugin, I don't remember installing it and I was wandering if it is provided in the core install.

If it is, is it enabled by default?

    The tagging plugin is not enabled by default, at least, I don't think it is. In the default install there is a tagging plugin though.
