locale and skeleton

Hi,
I installed last Vanilla: 2.0.18
I'd like to get spanish locale, but I found that this locale was made about 1 year ago.
So, I thought to do a new spanish translation, but when I opened the 2 files inside the folder "skeleton" they are almost empty. I.e., I hope to find there the original english text, so I could translate it...
What I'm doing wrong: where is the original english language file?

use the locale developer plugin I believe and create your own definitions.php

Are you meaning the "skeleton"?
But inside that folder there are just 2 files: definitions.php and other_definitions.php. When I edited both them I just found a couple of lines with this code
But I hoped to see there hundreds of lines, with all the default english texts of the forum.
Is it not right?
