New user question - I would like to restrict user avatars to a provided fixed range

I should like my forum users to be able to select their avatar icons from a fixed number provided. In this case these will be images of European flags. This will fit well with my site and allow users to see where people are reading and commenting from, both from within Wordpress pages and forum proper.

Is this possible? Can someone please advice me?

You use the world flags plugin or modify the Vanillicon plugin and there a few other flags plugins.

for modifying Vanillicon
you could do something similar check ip address in database correlate with your set of flags and replace userphoto with flag image.
