Feature Request - guest can leave comments

I would like to have extra permissions added so guest can leave comments. I looked in past posted and think this has been touched upon before but never fleshed out. A guest could post comments but should not be able to start new discussions with out registering. When they post a comment they must be required to enter recaptcha to prevent spam. Once the guest submits the post...the message gets sent to a moderator to be approved before actually showing up in the forum. In the guest roles when posting admins should have an option to require email address(this will not be published), they also maybe a limit of how many one guest post can be done in a given time period.

I guess this require a new inbox for guest post approvals pending and a way name to guest post so they don't conflict with normal usernames... possibly guest_(date_timestamp)

Any thoughts and Idea
