Notifications in Vanilla 2.0.18.4 doesn't work?

I'm a self-host admin, the notifications only work when you receive a private messages. Others activities don't work, even my users checked all boxed in My Preferences. Can anyone help me? I think notifications is one of the most valuable functions. Please help!

I am having the same issue, and searching the internet found a few others who did, but no fixes. Any ideas?

This seems to have magically resolved itself after taking @vrijvlinder's suggestion about deleting "dead" plugins and cache files in an unrelated thread below - so perhaps worth a try if it's still an issue for you...
