Flagging permissions

I'm having issues with the flagging plugin in 2.0.18.4
I (the admin) can see the discussions created by the plugin just fine. the users in the 'moderators' role can see the discussions in their discussion list but can't open them.

the plugin is set to create discussions. its using the 'general' category. i can't seem to change that category setting at all.
