Random Post order and Voting Limited to that

Two things I am looking for. To be able to show post in random order, not by number of votes, or reent post or recent comments. But just ordered it randomly. And have tab for that just as there is one for All Discussions.
Second, I want to disable voting everywhere else except in this tab.
Is there a plugin for that or could someone make one up quickly? Any developer out there willing to take this on? Please let me know. Also would be nice to have random browsing say page showing random tags that people can click on to view the post.
