Hide user edit menu when no privileges to edit.

Suggestion:

Hide user edit menu when no privileges to do so, such as when they only have 30 minutes to edit their messages.

Currently, it shows a no permissions screen, which requires a browser back button click to return.

Instead, Vanilla should just not display an edit option to those who do not have the privilege to do so.
