Vanilla POP - Where is it?

Vanilla POP is useful for when people are using e-mail for the forums. Is it actually a plug-in? Or is it integrated into Vanilla somewhere?

How do you access it?

Vanilla POP is described as part of the enterprise package rather than the version we install ourselves. I'm unaware of it being part of the current downloadable distribution... maybe i'm wrong though - it's a cool feature.
