The quotes and fileupload plugin is supportted by vanilla team or anyone else?
And,anyone can tell me whether the 2.0.18.4 version has many bugs but the 2.1 version not?So I should wait and install the 2.1 stable version?

The plugins you mention, like all plugins, will be supported (or not) by the plugin's author.
Tim, afaIk, is part of the Vanilla team, but that doesn't imply that other Vanilla developers will support his plugins.
Vanilla 2.0.18.4 is the stable, production version.
2.1 is due for beta release soon, so will not be guaranteed to be stable in production.
