How to Set Karma Bank Rules?

I am not understanding how to set new rule. For example I set this rule.

Meta CountDiscussions Equals 1.00 Make transaction of 10.00 Karma

However, when a member starts a new discussion, there is no change in Karma balance.

Can you please help?

Use Every rather than Equals. Equals is absolute, it means it is their first ever discussion.
