New Discussion Notifications for Category only

Hi Everyone,
We are using Valnilla Forums (Garden, Conversations) in version 2.0.18.1. I don't know if this is normal, default behavior but
when new discussion is made , notification emails are going to every user.
Is there a way to make this forum sent notifications only to those who hava a right to specific category?
Sorry if something is poorly explained
