Whats is AdvancedNotifications. Is it only soposed to be enabled for the admin or should I enable for "members" as well. If I do, what changes will take place?

I believe that Advanced Notifications mean that the Role members will receive notifications of some of other User's activities. In the thread that @vrijvlinder linked, they mentioned that the Admins would receive an email when somebody starts a new discussion.
I made a comparison, here are the different screenshots of the Notifications Preferences with and without Advanced Notifications.

what exactly is that saying as far as the purpose of AdvancedNotifications ?
I believe it is to send notifications to the admin or mods about everything that goes on. I also think you can set permissions for this too . But if you already have notification settings or are using a plugin to send notifications , you might get double notification for the same thing.

So why would the option be listed under "members" if its only for Admins & Mods?
I think It is for anyone you give permissions to receive . You can selectively give a member extra permissions for things, they still are just member but with more permissions. You should make a test user and check it out. Try giving the test user permissions to get advanced notifications and see what happens.
That way If you don't like it then you don't have to use it.
