i receive this error when i activate my language

when i try to enable my language i encounter this error message
the message is that: "Fatal error: Call to undefined function IsWritable() in /home/tepeduyu/public_html/library/core/class.filesystem.php on line 271"
what should i do now? is that something about permissions?

You have an old version of vanilla that doesn't have that function. I suggest you upgrade if possible.

i am already using 2.0.18.4
well you might have not copied across all the file that function is clearly in
library/core/functions.general.phpgrep is your friend.
There can be a bug in Turkish language pack.
