Default Notification Preferences

By default, every Vanilla forum user gets an email notification when a comment is flagged. I want to change this so that:
a. None of the current users get an email notification when a comment is flagged; and
b. None of the future users get an email notification when a comment is flagged.

How can I configure this?

Unfortunately, there is no comment flagging option in config-defaults.php, so that discussion does not solve my problem.

Fair enough, how about a plugin that notifies flagging ?

I don't know if that will help but it should add more settings options for notifications. Also the user preferences are controlled by the user but you can alter that in the config.php . You may be able to tweak it to suit your purpose. Or look at all the available plugins. That is what makes it happen...plugins
