kDiscussionTags - tags not showing in two views 'all categories' and 'categories and discussions'

expected behaviour:
for tags to show next to discussion titles and within discussions themselves.
current behaviour:
this does not occur when homepage is set to 'all categories' or 'categories and discussions', but it does occur when homepage is set to 'all discussions'.
to reproduce:
set homepage to 'all categories' > visit homepage > click on category > you will see that tags are not displayed next to discussions.
set homepage to 'categories and discussions' > visit homepage > you will see that tags are not displayed next to discussions.
set homepage to 'all discussions' > visit homepage > you will see that tags are displayed next to discussions.
is there a way to show tags in all three views ie:
- all categories
- categories and discussions
- all discussions
