Vanilla 1 New Tab create, and moving footer?

Hi, in my quest to remove the size panel i need to know how to do the following... Create a new tab that has "Start New Discussion" or "New Discussion" and move the Footer to the bottom of the main section. Thats all i need done, since i won't be using the discussion filters. In the end i should have a nice 600px community =)

    What are you doing with the menu options in the Settings and Account tab?

    i'm planning on moving the side panel features onto the main section. since there is enough room to have both side by side.
