You set up the size in the config statement for the plugin in the config.php
The info is on the plugin page

$Configuration['Plugins']['UploadImage']['MaxHeight'] = ''; 
$Configuration['Plugins']['UploadImage']['MaxWidth'] = 650; 

these are default config items, you can modify the values and append them to config file.

if you set null or '' value, the plugin will not size in that direction

it works with buttonbar and without buttonbar. Neither of which are WYSIWYG
