xml:lang

I've noticed that Vanilla's default theme has a html tag looking like this: <html xmlns="http://www.w3.org/1999/xhtml" xml:lang="en-ca">, could we perhaps get a dictionary entry to edit the xml:lang parameter? I think it would be quite neat to have.

    It's already in there:

    $Context->Dictionary['XMLLang'] = 'en-ca';
