Allowing Moderator Role to approve discussions

Hello all, I'm using PostApproval and having a hard time figuring out why a user in the Moderator Role is not able to approve discussions. This person does receive the 'New discussion requires approval' email but upon login there is no pending message visible on the All Discussions page. Should a moderator be able to approve pending discussions? Can this be done in the context of this plugin? Is is possible to modify the code in some way? Thanks so much for your help. John E.
