"Big" View and Comment Counter

The big. blue "view" and "comment" counter that this board utilizes on the right side of each discussion in the discussion list, is it an Addon, Built Into the Theme, or only available for hosted customers?

I checked over the plugin list for hosted customers, and I didn't find anything for it there.

I really have put honest time into trying to find the answer to this. So if it's been answered before, I apologize; I assume I haven't been searching for the correct term.
