Allow non-members to browse the forum

I have enabled 'Allow non-members to browse the forum' in Application Settings > Forum Options but there are 'No Discussions' showing when signed-out.

Have I missed something or do you have to create another level of member i.e. Visitor etc. to have this basic privilege?
