Helping One User With Issues

I have one user that says our forum is extremely slow to load and fails to load after painful long waits. He is on a PC Using a verizon air card. Every other forums he visits there are no problems. What questions should I ask him about helping to resolve his issues. He has tried multiple browsers and two computers with different air cards, no anti virus software on. I'm at a loss. I am a Mac user but I have a PC and it loads fast on every platform I have tried and all of our other users also say it loads very fast. I'm guessing it's his end??? What should I be asking or looking into to solve his issue?

the "elephant in the room" questions are:
ask him what forums? are they vanilla forums? give him this link and ask if it loads slowly.

ask him if he allows caching on his browsers if not, allow it.
if he uses chrome browser - chrome developer tools (network) should give him latency times. and profiling.
does his provider throttle certain domains.

Ok he says this site is normal, and mine is slow. Normally uses Firefox but tried in chrome, and IE also and this was fast and ours was slow on all 3. Busgreasemonkey.com if that helps. It's private but you can register

you could make a category public and test with these that I googled. Other than that user might have low bandwidth.
