Notify me or bookmark some new discussions based on their tags when you are offline, automatically?!

We're founding a forum using vanilla. One of my colleagues asked me how to follow tags? That is how we automatically know the questions with a particular tag? For example, auto bookmark or better a notification we get on a new question tagged with "NewYork"! It means I want to follow all questions tagged with (i.e) Newyork.
