Have you run utility/update (http://www.lankanhelp.com/dashboard/utility/update)

Did you run utility update? Did you delete *.ini files?
Also to get more info on the error add:
$Configuration['Debug'] = TRUE;
to conf/config.php....

I think I know what is happening. I had this problem it is a 500 error.There are some files that need to be removed because they are not used and did not get overwritten with anything.
Make sure your old config.php is still in the files copy the contents just in case.
Disable all of the plugins by putting FALSE instead of TRUE
Make sure this stays true or you will see the set up page
$Configuration['Garden']['Installed'] = TRUE;
Delete all of the .ini files from the cache and also the files inside the compile folder.
Remove the file default.master.php for the folder
applications/dashboard/views/default.master.php
If this still does not fix it
delete the entire library folder and upload it again.

you should actually add this to be able to see the error and later once you fix it put // to comment it out since it is not good to have this available all the time...

You have the installer.
If this is not a new forum, You need to go into the config.php and fix that or add your credential to the setup page. This will create another user.
before you do this if this is not a new forum Make sure this is like this in the config.php
$Configuration['Garden']['Installed'] = TRUE;

$Configuration['Debug'] = FALSE;
I really should make a plugin that turns it on or off ...

I've had that once before. In the cache folder, just create a folder called "Smarty"
@adrian There is a "Smarty" folder in cache folder
ok in the smarty folder do you have a "compile" folder?
Also ensure permissions like "705" on the folder.
did but not fixed the error
