Is there a plugin or something out the box that lefts a user watch a thread. So they get email notifications when someone posts in the thread, even if they haven't.

Is that what the Bookmark feature does?

    Yes, that's right. In the notification preferences, users can check "Notify me when people comment on my bookmarked discussions."
