Discussions mean you are just talking about something. It can be a debate, or idle chat. It doesn't have to contain questions, but it might. It might be more suitable for broader opinions rather than straight answers.
A question is when you don't know something, and you want to find out. You are look for direct answers normally. People respond by giving you an answer (hopefully).
In the case of this forum, it is a to do with format. If you ask a question, you will be given the opportunity to mark one or more of the replies as having answered your question. it also encourages people to give good answered to question, and the metric can used in reward based systems.
This question feature is a plugin, if that is not suitable for you, you don't have to use it. There are other behavioral things you can do
