Hidden Comments

Hi;

I am planning to host a contest on a Vanilla Forum. I want something like this:

1. The administrators and moderators will start discussions containing the question.
2. The other users can submit solutions in the discussions as comments.
3. The comments made will remain invisible to all users except moderators and administrators.

Please suggest some way to do this.
