How to make permissions?

Hi. When I go into an application's about.php (Yaga's), I see permissions. I've been trying to make one myself 'Yaga.Reactions.Promote', for the promote reaction, but it doesn't add the permission. Some help, please?
CORRECTION: I just found the answer to this question. You have to disable and enable the application after the changes.
