in Vanilla 2.0 - 2.8

I do not see a way to add tags to a message in our forum, as I see presently on the page on which I am entering this message. There are values in the Tagging section of the dashboard and I have entered tags in the past, but I am now not seeing the input box. Could I have removed permissions for this?

I am on the hosted system.

    Never mind, it appears that only the first comment in a discussion can have tags.
