Any hints on why users can't upload avatars in my 2.1? [RESOLVED by OP]

I implemented the latest as a test (internal). And while the gravatars plugin gets user pictures ok, I could never see a way for an individual do upload their own avatar. Considering all things being "default" pretty much config wise, what am I missing to enable this?

Ok... looks like it's my skinning.... I don't have any of the "left" matter. What I want is to have the link for profile/picture when a person Edit's their profile... or even better have the picture, etc. show up on the Edit profile page somehow. Ideas?
I ended up changing themes... nevermind.
