How to show discussions when not signed in?

I notice that on the Lussumo Community forum you can still browse the categories and discussions when not signed in, and it gives you an option to do signin if you want to add a new comment. How can I replicate that on my forum? Is it simply a plugin, or is it a option hidden away somewhere that I can't find? Thanks, Alex
