Announce 'in the category' and 'in recent discussions' functionality is inverted

Hi,

When you start or edit a discussion and announce it in the current category, it gets announced in recent discussions as well... and when you pick the option to announce it in the category and recent discussions, only the former is applied.

The announce functionality works properly when it's done vie the gear menu in the discussions list.

Is this a bug on my side or is it common to everyone?

easy to overlook, and searching for issues is a bit hard on github. at least for me. alot of browsing, and you gotta hope the title spells it out.
