How to send a message to all users

Recently I like to inform all our members about changes in our product. So I like to send a message to ALL our forum members.
Is there any way to do this? I checked admin section but didn't find anything. I am using Vanilla Version 2.0.18.10

You could register at Mailchimp and use this plugin

If you only want a message to appear at the top the forum (like the one about the current releases here), you can use Dashboard->Messages

you spend your energy upgrading to current version 2.0.18.13 or 2.1.3
