messages are not wrapped around <p></p>

I have installed 2.1.3 on home computer and noticed that the messages are not wrapped around the

<

p> after looking at source code

is there something I need to change or enable

I am not sure what you mean, the messages should be wrapped with a paragraph tag ? not necessarily , it depends on the circumstance . It depends on the editor and any html they used to create the message.
