Is there any "Mass Mail and Newsletters" for vanilla forum version 2.1.3?
If there is not, can someone please develop it as this addon on MyBB "Mass Mail and Newsletters"?

I don't think this has all the features you want but it may be a start to develop what you want to do, not sure. I used this on 2.0 to send mass emails to all members of our small community. I have not tested it on 2.1. I am not the author of this plugin, I think it was a member named Ronnie.

@DanDevine -Thank you for your suggestion of "MassDelivery" addon. It installed well on version 2.1.3 and runs without issues. It features are limited but at least far more better than none. Maybe someone can add more interesting features to the addon - MassDelivery.
GitHub return a 404 page and I need it too.
Do u have it at another place?
@K17 - this is the correct link to "MassDelivery" addon - https://github.com/unlight/MassDelivery
It is a good addon for sending bulk email to all the members of your forum but needs more features. If only someone will develop it further like add schedule feature and so on.
@Prosper
As I tried to suggest earlier, if you really want features developed, you will probably need to hire a developer.
@Prosper thanks
